In dealing with reciprocal links, do I have to send an e-mail first to the person I wish to link?You know sometime certain bloggers feel this is annoying them

I don’t think that any blogger would hate if someone link to his blog without his permission. Even if the ocntent that links to his blog is saying bad things about his blog, still having an incoming link will help increase the popularity of one’s blog.
So, I don’t think that you need to send an email first to the person you wish to link.
